Come to think about it, I won't focus too much on salary because you can't overpay a good QB. Also, I will base a lot on the opinions of NFL people on players.
15. Matt Schaub- The underappreciated Schaub would has always had trouble with the injury bug.
14. Kurt Warner- A great QB who just came of a Super Bowl appearance. The problem is he is 38 and has had problems with injuries in his career.
